Overview
Six things that make JVTO operationally different from other East Java volcano tour operators. Each one is backed by a verifiable credential — not marketing language.
JVTO is led by Agung Sambuko (Mr. Sam), Founder & Active Tourist Police Officer. The value is not a marketing title—it's an operational mindset.
JVTO is led by Agung Sambuko, a serving Tourist Police (POLPAR) officer at Polres Bondowoso assigned under SPRIN POLPAR. That is a document rather than a marketing title, published with a SHA-256 hash alongside the other 11 authority documents. Route decisions follow police and BBKSDA protocol, not departure targets.
In volcano travel, the key is not predicting nature. It's managing risk, timing, logistics, and decisions when conditions change.
Every safety claim we make is backed by documents and third-party sources—organized so you can check them before you book.
Six things that make JVTO operationally different from other East Java volcano tour operators. Each one is backed by a verifiable credential — not marketing language.
JVTO's founder, Bripka Agung Sambuko, is an active Tourist Police (POLPAR) officer for Bondowoso under Sprin/4954/XI/2020, covering the Ijen Crater area. Tourist safety at Ijen is his professional jurisdiction, not a personal interest.
No other East Java volcano tour operator is led by an active Tourist Police officer. Three independent press articles (Detik.com 2021-03-14, Radar Jember 2021-03-24, Radar Jember 2021-05-27) name Bripka Agung Sambuko in operational Tourist Police duties at Ijen — this is not self-reported.

(POLPAR is a police unit designation — it appears here under Police-Led rather than in the Licenses list below.)
Every JVTO tour runs with a dedicated vehicle, driver, and guide assigned to your group only. No shared groups, no mixed itineraries, no timing compromises because another party needs to be somewhere.
Private structure means your schedule runs on your group's pace (within safety limits), your early start is not coordinated around strangers, and safety decisions are made for your group alone. Vehicle allocation scales by group size: MPV for 2–3 guests, Toyota Hiace for 4–9, Hiace plus MPV for 10–11.

The price includes private transport for all land sectors (fuel, tolls, parking), accommodation with breakfast for all overnight stays, all entrance tickets and park permits, daily bottled water, Ijen safety gear (gas mask, trekking poles) when Ijen is in the itinerary, a Bromo private 4WD jeep (max 4 guests for comfort and safety) when Bromo is in the itinerary, and a JVTO travel T-shirt.
What is included is written on the official tour page and the E-Voucher PDF. What is not included is listed explicitly. The voucher is the binding document — if it is not on the voucher, it is not included.

On itineraries that include Mount Ijen, JVTO coordinates a mandatory health-screening step for every guest before crater entry. This is not a JVTO-imposed formality — it is a regulatory requirement under BBKSDA Surat Edaran SE.1658/K2/BIDTEK.1/KSA/9/2024.
JVTO coordinates the clinic workflow through Dr. Ahmad Irwandanu (SIP-licensed, Kemenkes RI, independently verifiable at satusehat.kemkes.go.id/sdmk). The process issues a BSrE-signed surat sehat (health certificate) required at the crater access gate. Oxygen saturation, blood pressure, heart rate, and respiratory history are recorded. No valid health certificate means no access to the crater zone — that rule is BBKSDA's, not ours.

Volcanic conditions, weather, and government closure decisions are outside any operator's control. What is within our control is having a written response plan before departure.
JVTO operates a Plan B framework: documented alternative routes and itinerary substitutions activated when a site closes or conditions change. The closure response protocol is in the Travel Guide before you book — not invented on the day. Guests who review us note that briefings happen before each activity, not at the gate.
